Mr. Syed Farizal Aminy bin Syed Mohamad was appointed as the Consul General of Malaysia to Shanghai in April 2021. Prior to the appointment, he was assigned to several departments throughout his stint at the Ministry of Foreign Affairs Malaysia, namely; the Office of the Foreign Minister, East Asia Division, Protocol Department, Africa and South Sahara Division and Malaysia National Secretariat of the Non-Aligned Movement (NAM). His previous overseas assignments include as Counsellor at the Embassy of Malaysia, Tokyo, Japan; and First Secretary (Embassy of Malaysia, Phnom Penh, Cambodia). Before joining the Ministry, he worked at the National Panasonic Malaysia from 1995 to 2004.
Mr. Syed Farizal Aminy bin Syed Mohamad graduated from Okayama University, Japan with a Bachelor degree in Economics, and obtained his MBA in East Asian Studies from the National University of Malaysia (UKM).
Dr. Yi MA, is the Vice Chairman of Council for the Promotional of International Trade Shanghai, Vice Chairman of Shanghai International Economic and Trade Arbitration Commission (Shanghai International Arbitration Center).
Mr Yap is the Chairman of MayCham Shanghai and the Chief Operating Officer, Greater China with MAYBANK (Malayan Banking Berhad). Prior to this, he was GM of the Shanghai Branch.
Mr Yap started the wholesale banking in China via the set-up of MAYBANK Shanghai Branch and before further expansion to Beijing, Kunming and Shenzhen serving 4 key economic zones of China.
Mr. Steven Cheng joined the Malaysian Investment Development Authority (MIDA) in 2007. During his tenure at MIDA, he had served at various capacities starting from promotion division (Europe & Asia Oceania) and 3 years stint (2013 – 2015) as deputy director at MIDA Dubai, UAE.
This was followed by promotion and marketing function attached to the Foreign Investment Promotion Division covering ASEAN region (2016), China (2017 – 2018) and USA (until August 2019).
Posted to Shanghai, P.R.China in August 2019 and currently covering 11 Provinces - middle of P.R.China, from Shanghai up to Qinghai with a mission to promote investment into Malaysia.
Dato’Quek Ngee Meng is an experienced lawyer specializing in cross-border investment, corporate law, mergers and acquisitions, and real estate development.
He leads the Belt and Road Initiative Desk for Global Empowerment team, handling various projects including investing in manufacturing sector, data centers and renewable energy, while actively promoting sustainable development goals.
He has successfully assisted multinational companies in establishing operations in Malaysia, encompassing projects such as the semiconductor and electronics industry chain in Northern Malaysia, the Xiamen University Malaysia campus and the Malaysia-China Kuantan Industrial Park and International Logistics Park. Additionally, he has provided comprehensive legal consulting services for the construction of the data center in Southern Malaysia, ensuring projects comply with legal and regulatory standards.
Serene Liaw is the Deputy Director of Strategic Planning and Investor Relations Unit of Labuan IBFC Incorporated. She leads market development initiatives to expand Labuan IBFC's presence in identified international markets and overseeing the Labuan IBFC China Desk, which facilitates the establishment of Chinese-funded companies in the Labuan International Business and Financial Centre (Labuan IBFC). Labuan IBFC Incorporated is the jurisdiction’s official market development agency and a wholly owned subsidiary of the Labuan Financial Services Authority (Labuan FSA).
Prior to joining Labuan IBFC Incorporated, Serene was with Labuan FSA for over 10 years, where she headed the Business Policy Unit. Her hands-on experience as a regulator in policy formulation and international tax compliance has given her a deep understanding of financial solutions as well as a solid foundation in the promotion and market development initiatives of Labuan IBFC. Labuan FSA is the statutory regulatory authority for Labuan IBFC, under the purview of Ministry of Finance, Malaysia.

Ms. He has more than twenty-five years of experience in legal practice, including capital markets, overseas investment, M&A, banking and finance, corporate legal retainer services, and large scale litigation and arbitration. She is a permanent resident of Singapore where she lived and worked with several reputable Singaporean law firms as a PRC legal counsel for 10 years. Prior to her relocation, she worked in the Heilongjiang Press and Publication Bureau and Harbin Municipal People’s Court of Heilongjiang Province. In 2007, Ms. He founded Shanghai Veritas Law Corporation.
The main practice areas of Ms. He include: assisting domestic companies in restructuring and in their initial public offering transactions for fund raising in the security markets of China, Hong Kong SAR, Singapore and the U.S.; providing one-stop legal services for foreign enterprises to invest in China, to establish companies in China, and to acquire equity or assets in China through M&A transactions. Ms. He also leads the team to provide legal retainer services for domestic and foreign listed companies, non-listed companies, state-owned enterprises, governments, and business associations.
Soon Yen is Partner of International Tax and Transaction Services based in Shanghai. He joined EYCAL in year 2008.
Prior to joining EYCAL, Soon Yen spent over seven years working on tax compliance and consultancy engagements in Malaysia. His experience includes tax advisory for complex business transactions, tax controversy and dispute resolution to assist companies undergoing tax examination by tax authorities and tax planning to improve the overall group tax efficiency.
Soon Yen has been assisting clients on a wide range of tax matters including China inbound and outbound investment planning, cross-border operating model effectiveness, tax efficient holding structure and financing structure, and group restructuring project.
Soon Yen holds a Bachelor of Science (Hons) in Applied Accounting from Oxford Brookes University. He is a fellow member of the Association of Chartered Certified Accountants (FCCA), member of Chartered Tax Institute of Malaysia (ATII) and Chartered Accountant (CA) with the Malaysian Institute of Accountants (MIA).
